With naturally sweet fresh apple and plump raisins, plus applesauce and cinnamon, these whole-grain muffins don’t need added sugar to taste great. They’re hearty and slightly chewy (similar to baked oatmeal), and packed with fruit—and reminiscent of oatmeal-raisin cookies. Oats permeate the muffins in two ways: We grind some into flour for the main binder, and keep some whole for texture.

Preheat the oven to 375°F. Line a 12-cup muffin pan with paper liners; coat the liners with cooking spray.

In a blender, blend 1 ⅔ cups of oats on high speed until a fine flour forms, 30 seconds to 1 minute. In a large bowl, whisk together the oat flour, remaining 1 ⅓ cups oats, baking powder, cinnamon, and salt. In a medium bowl, whisk together the milk, applesauce, and eggs. Add the milk mixture to the oats mixture; stir until well combined. Fold in the raisins and apples. Divide the batter evenly among the prepared muffin cups. Bake until a wooden pick inserted in the center comes out clean, 18 to 21 minutes.
